Kevin, AFAIK early Foresters and Libertys prior to 1995 used OBD1. This had many common codes, but a whole lot of manufacturer specific ones. Some car brands were totally proprietary.

A professional OBD reader should read all the codes since OBD started, whether proprietary or standard.
 
Why not do the old code read plug connection trick and count the long and short flashes of the check engine light, then cross reference the codes in the manual (they’re harder to find for the EJ models compared to the EA MPFI).

That’s how I read the codes for my sister’s 2000 Liberty RX and my MIL’s 2002 SG Foz.
