That’s an air line to the boot on the other side. The idea is to move air through the line in the pic to the boot that’s extending from the one that’s compressing.
Quite clever. But aftermarket boots don’t have a place to fit this air line so it becomes redundant. I don’t even know if you can get genuine boots to replace the dead ones and use that air line as intended.
