Every time my car fills up with water, the rear wiper turns on, even though it is supposed to be off, and nothing I do will turn it off. Is the wiring somewhere on the ground? It usually turns off after drying out for a day or 2. It only starts if I have at least a foot or 2 of water in my car.

Why on earth would you have a foot or two of water in your car?

Because Subies use earth switching, I'd suggest it's shorting to earth and activating the wiper.
