Is this a TPS problem?

My first posts here....looking for advice re Outback MY04 auto. Throttle is totally unresponsive. Idles fine, poor response from throttle, no power under load. Won't go over 80k's uphill in 3rd/4th. Mechanic is at a loss...no error codes from ECU. Slightly weird voltage from TPS. Mechanic recommended a new TPS, but will this fix the problem?

I suspect that the original issue was a bad load of fuel...tank and filter now clear. Could this be the issue and using clean 98 for a period will sort the problem?

I'm at a bit of loss here

I think the TPS would need to be checked, e.g. what throttle position is reported by the ECU when accelerating? I assume vacuum tests etc have all been done?

I'd think a Subie workshop with their Select Monitor could resolve this issue fairly quickly.

Car has been on the dyno and throttle is not opening under load.

I have issues with local dealer...mechanical work is good but customer service has been poor...I'm not going back. I might look at another dealer not far away.
