Agree with siggy - 215/65s are about 22 mm larger in diameter than 215/60s.
The sum is : 215x0.05 = 10.75mm in radius, therefore 21.5mm in diameter.

Look at 225/60s as a legal compromise.
 
My reading of the Victorian road rules for raising a vehicle is a total of 75 mm made up of raised suspension 50 mm and larger tyres up to 25 mm radius. Therefore a 215/65/16 would be legal.
